2X200A panels in chicago

Does anyone know if the NEC 2017 of Chicago have changed?

is it now allowing to wire two 200 amp electrical panels from the same 400 amp meter base in a residence?

I got two sets of wires coming in. I know I can have up to six panels in the same location.

A supplier told them it's illegal in Chicago, but couldn't say why.

One city inspector said it's okay (maybe with some rules), but another said no because there isn't one main shut-off (so confusing right!)

Anyone here from Chicago too? Tell me what the right rules are guys!
 
I'd like to say there are not changes, but I could be lying. Maybe someone here can be more certain, but I still think you should talk to a local inspect about this
 
You're probably right to stay cautious cos life is crazy and sometimes things change, but it's always safer to check in with a local expert. They'll have the up to date info and might even catch something you missed
