Should i seek permission?

I'm currently living in a rented apartment and i would like to swap the bedroom light in the second bedroom and add a new one in the main bedroom. My question is do i need to seek permission from the landlord? I can't seem to find that in the tenancy agreement. I'm not going to touch any wiring, just the actual fitting.

Whatever you're planning to do or change you should always seek permission from the landlord just to be on the safe side.

If you're just changing light fixtures and not messing with the wiring, you probably don't need permission, but it all depends on your lease. It's a good idea to check with your landlord or get it in writing to avoid any trouble later. Keeping the old fixtures around to put back when you move out is also a smart idea.
