fuel gauge issue on a scooter

Help me out here, my sister has a 12V scooter and the issue is the gauge is working when it is not moving or idle. Then it looks like the fuel level is lower when she revs the engine. it might be a wiring issue or i could be wrong.. anyone else had the same issue with their scooter's fuel gauge? thanks!

Does your sister's scooter have any voltage regulator? If not please add one. This can help you guys be safer because the variations due to battery voltage won't be a problem.
