TT or PME

I was assigned to look at a job and stumbled upon this weird electrical supply setup with an overhead supply that absolutely has no clear earth connection at the cutout... Whew. I must have missed it but I'm pretty sure there's no rod? Not sure if it's PME or TT because there's something not properly connected & no clear path for fault currents. I think the best way to go about it is to call the DNO & also recommend an isolator installed..., What do you think?

@starboy ofc you can call the dno if you want, but if I were you, I would do the Zs and rcd test, it would only take a few minutes.
