standard height for boxes above counters

is there a normal height for putting boxes above kitchen counters when roughing in? the longer story last month we set up the kitchen and office at a restaurant. checked the cupboard plan with the owner. put the boxes 8 inches above the cupboards he said cool all good then last week after drywall and paint the countertop. guy says the owner wanted tall back splashes now my boxes need to be at 48 inches 4 inches higher than before. i talked to the owner moved the boxes drywall. the guys patched the holes so i wanna know is there a standard height for boxes above counters? does the americans disability act control this where can i find ada rules for outlet and switch heights.
 
Should be 42 to 48 inches tops... I think the Americans with Disabilities Act says it should be no higher than 48 inches that's it, no lower than 15 inches too.
