ibew transfer states?

i tried searching online and looking through forums, but i couldn't find a clear answer on this. if i join a local union in Illinois, would it be possible to transfer to another state like New York later on? i'm wondering if the process depends on whether someone has completed their apprenticeship, or if it mostly involves approval from the locals in both states.

i'm asking because i want to understand how this works before making any big decisions. is transferring something that requires careful planning, or is it generally manageable if you're prepared? any advice or clarification would be much appreciated.
