Black Goo - Panasonic FV-11VHL1 whisper

INstalled one of these panasonic whisper fan with heater and lite and night lite about 15 years ago?
the heating element went about 10 years ago but now its leaking / oozing black goo - dielectric insulator?
it has a 4 watt night light incandescent bulb and two 4 pin CFLs. the one side has on CFL with the 4 watt night light
the casing is leaking the goo out of it. checked the temp with infrared temp gauge and its all right around 85 F
anyone have any insight

after extensive research found its a common issue with 1st and 2nd generation panasonic whisperwarm units. they use one or 2 32w CFL bulbs with a separate ballast and the ballast
goes bad and heats up and melts the dielectric insulator which turns to a tar like substance.

That black goo isn't normal aging, it's failing capacitors or ballast leaking out, and honestly the whole unit's a fire hazard now. Fifteen years is beyond safe service life..replace it, don't patch it.
